This tonally confused true-story thriller set in late 1970s/early 80s Sudan is written and directed by Gideon Raff, the creator of the Israeli TV series that morphed into US hit Homeland. It dramatises the "third wave" exodus of Ethiopian Jews to Israel orchestrated by Mossad agents improbably posing as kibbutz-like hoteliers on the Red Sea coast. Chris Evans stars as the reckless - and often shirtless - Captain America-like hero who assembles humanitarian avengers like reticent medic Alessandro Nivola, budgie-smuggling diver Michiel Huisman (Game of Thrones) and resourceful Haley Bennett, who's roped into leading aerobics classes for an unexpected coachload of German tourists. Such comic relief sits uneasily next to a starving refugee awaiting passage, who complains, "You promised to take us to Jerusalem, but you brought us to hell," while an Evans high-five for a frightened Ethiopian boy in a truck makes everything OK. Period pop hits including Duran Duran's Hungry like the Wolf feel facile and undermining to Raff's heartfelt mission; he shoots dynamically in South African locations and Mychael Danna's synthesiser score pulses along as the climactic exodus unfolds. But sappy lines like, "We're all just refugees, aren't we?" jar against the clearly intended grave portents of today's ongoing global free-movement crisis.
