The concluding double bill doesn’t know whether to be a House of Cards-style political thriller or go for all-out Mad Max anarchy.

The cabinet’s focus is mainly on their political manoeuvrings, subterfuge and personal problems rather than the crisis in the north of England. A few are even exploiting the civil unrest for their own gain. Until, that is, PM Sutherland (Robert Carlyle) loses his temper and orders the Army to “open the roads by any means necessary!” Of course, it’s a disaster. Not that it matters. Every crisis, every death and every riot are forgotten in an instant (and have surprisingly few consequences) as Ben Richards’s drama hurtles to its end.


With the nation sliding further and further towards anarchy, Rachel faces difficult questions about Ellie, while Fraser says goodbye to his father and grows closer to Francine. As the influence of People's Justice grows more powerful, Sutherland is forced to consider more extreme measures to retain control of the country.
