Old-school exploitation gets an old-school reworking in this grimy chiller from director Tobe Hooper. Based on the 1970s slasher flick and one-time "video nasty", the film plays like a grindhouse sleaze-fest, with none of the precision or skill of Hooper's seminal classic The Texas Chain Saw Massacre. There's plenty of gore but very little else, as a ruthless psychopath picks off the residents of a decaying Hollywood apartment block with the contents of his toolbox (hence the title). The resulting shocks are so basic and grubby that it's almost as if Hooper's unlearnt the lessons of his early career, where less was definitely more. Only the introduction of a supernatural element gives the storyline any meat, yet even that is imprudently sidelined by cheap thrills and grisly set pieces. Ultimately the movie is a throwback to horror's seedier past, though die-hard genre fans will no doubt lap it up.
