Two years after 20th Century-Fox dropped its option on Earl Derr Bigger's crime series, Sidney Toler acquired the rights and continued his stint in the title role at B-movie outfit Monogram Pictures. Having quit Honolulu, Chan enlists as a government agent to track down torpedo plans stolen from a murdered inventor. Much of the action takes place within the victim's Washington home, but the gallery of sinister suspects enables Russian-born director Phil Rosen to sustain pace and interest. Moreover, he's also able to introduce Benson Fong and Marianne Quon as Toler's sidekick offspring and Mantan Moreland as a scaredy-cat chauffeur.
