Detroit provides the setting for this crash-bang actioner that recycles some of the oldest tropes in the book. The story flashes back from a confessional exchange between basketball-playing cleric Ernie Hudson and penitent lawmaker Wesley Snipes. The latter has a lot of blood on his hands after an operation was hijacked by his own CIA superior (Gary Daniels), leaving Snipes's undercover agent bouncing through various scrapes and shootouts before justice eventually prevails. Despite the plot being strictly by numbers, director Giorgio Serafini still stages some bruising set-pieces (amid the rather silly slo-mo and decolourised sequences), while Zoë Bell oozes femme fatality as an assassin who drops in to take Snipes's arms-dealing mark hostage along with an ER doctor (Aunjanue Ellis).
