This would-be eco-thriller has a lot of potential, but it is not nearly as engaging as it could be. The cast, led by Andy Garcia and co-starring Forest Whitaker (The Last King of Scotland), is certainly strong, while writer/director Damian Lee's story about the privatisation of water resources by global conglomerates remains a topical and relatively underreported issue. The talent works hard, but the script suffers thanks to its hackneyed polemics on the nature of man and the value of truth, which drain the plot of any excitement it musters.
