About this programme

2/7. Kevan Collins, chief executive of London's Tower Hamlets Council at the time of filming, needs to make huge cuts. To help him find out what the services are really like, he goes undercover to work alongside front-line staff, delivering meals to the old and vulnerable, working at the housing and homelessness office and joining community law-enforcement officers on the streets.
