This is an underarm turn - Len lifts his left hand up and Hazel steps left foot and right foot turning to her right in a circle to end up facing Len. In the meantime, while Hazel is twirling, Len is dancing what is called a back basic, which is the opposite of a forward basic - ie he rocks back onto his right foot, places his weight on his left foot and they both dance a cha-cha-cha to the side facing each other.
